Good Morning!

Today we celebrate the birthday of the United States Coast Guard, a distinguished branch of our armed services. The Coast Guard was created on August 4, 1790, when the first Congress authorized the construction of 10 vessels to enforce tariff and trade laws and to prevent smuggling.

Established by President George Washington and the Secretary of the Treasury Alexander Hamilton, the Coast Guard’s official history began with the signing of the Tariff Act, which set the foundation for its creation.

Over the years, the Coast Guard has evolved through various names and organizational changes, including its merger with the U.S. Lifesaving Service in 1915. It has been part of different departments, including the Treasury Department, the Department of Transportation, and currently, the Department of Homeland Security.

The Coast Guard’s missions are extensive, including ensuring maritime safety, environmental protection, and law enforcement. Their tireless work also includes combatting illegal activities such as drug smuggling and human trafficking and providing essential support during emergencies and conflicts on the coast.

Empowering Communities: Hope Florida Recognizes Top Churches

Last week, the success of the Hope Florida Initiative was highlighted with significant awards to top-performing churches involved in the Hope Florida CarePortal. The top two churches meeting the needs of their community, Spanish River Church and Grace Family Church each received $50,000, while 11 other churches were awarded $25,000 each through the Hope Florida Fund.

The Hope Florida Fund, launched in July 2022 by First Lady Casey DeSantis, is supported by the generosity of the Florida private sector and operates without taxpayer expense. This initiative aims to support local nonprofit organizations through private sector charity, ensuring that resources reach those most in need.

The program utilizes Hope Navigators to guide individuals towards economic independence by fostering collaboration between the private sector, faith-based communities, nonprofits, and government entities. The CarePortal system alerts participating churches to immediate needs in their communities, encouraging them to compete in fulfilling these needs.

Erik Dellenback, the Governor’s Liaison for Faith and Community, emphasized the long-standing commitment of Florida’s faith institutions to serving their communities. He praised the awarded churches for their exceptional contributions through the Hope Florida CarePortal.

Agency Highlight

The Florida Department of Education

This week, we are highlighting the Florida Department of Education (FLDOE), a cornerstone of the state’s educational system.

Established in 1870, the department was originally led by the Superintendent of Public Instruction, a role created under the 1868 Florida Constitution. This position evolved into the Commissioner of Education role in 1968, reflecting the changing responsibilities of the office.

Significant changes in 2003 redefined the position of Commissioner from an elected role to an appointed one, with oversight provided by the newly formed State Board of Education. The board, which includes the Commissioner, is appointed by the Governor and confirmed by the Senate.

The Florida Department of Education oversees school districts, state and community colleges, universities, and independent postsecondary institutions throughout Florida. Under the leadership of Commissioner Manny Diaz, Jr., the department strives to enhance educational outcomes and ensure a successful educational system.

To support students across the state, the department implements a variety of programs and initiatives. The Division of Career and Adult Education partners with both public and private sectors to deliver high-quality workforce education. Since 2018, this division has awarded over 500,000 workforce certificates and degrees, equipping students with job-specific skills and advancing their careers.

In early childhood education, The Division of Early Learning (DEL) provides essential services to young students. The School Readiness Program, offered by the DEL, provides financial assistance to low-income families for early education and care, ensuring their children are prepared for academic success.

The Voluntary Prekindergarten Program (VPK) prepares 4-year-olds for kindergarten, setting a solid foundation for future learning. Additionally, the Child Care Resource and Referral State Network helps families find quality childcare options that best suit their needs.

The Florida College System (FCS) plays a crucial role as a gateway to higher education, with about 65% of high school graduates starting their postsecondary education at a Florida college. The FCS’s open-door policy allows students at various levels of academic preparedness to access higher education and pursue personal and professional development opportunities.

Additionally, The Florida Division of Blind Services is dedicated to assisting blind and visually impaired Floridians in achieving their goals and living independent lives. Serving individuals from infancy to senior citizens, DBS offers a range of services, including Employer Services, the Braille and Talking Books Library, and the Business Enterprise Program.

Since 2014, Florida has significantly increased its investment in education, allowing the FLDOE to effectively manage budgets and support school districts. This funding has been instrumental in enhancing educational quality and resources for students and educators across the state.

Constituent of the Week

Sharlarie Highsmith

This week, we are honored to highlight Sharlarie Highsmith as our Constituent of the Week. Born in Cocoa, Mrs. Highsmith says giving back to her community has always been important to her.

Mrs. Highsmith currently serves as the Deputy Chief of Education and Training for the Department of Defense at Patrick Space Force Base and is a professor at Eastern Florida State College.

At Patrick Space Force Base, she has managed and processed over $6 million in tuition assistance, facilitated 8,000 enrollments, and supported countless graduates in achieving their degree ambitions. Her role ensures that service members and their families receive crucial support for their academic and professional development.

Mrs. Highsmith has an impressive educational background. She received her bachelor’s degree in Psychology from the University of Central Florida. She also holds two master’s degrees, one in Counseling Psychology from the University of West Alabama and another in Social Work from Louisiana State University. Additionally, she earned an associate’s degree in Education from Eastern Florida State College, where she currently teaches.

Beyond her professional and educational achievements, Mrs. Highsmith is dedicated to supporting her community through the nonprofit organization, URNOTFORGOTEN, Inc. which she established in January 2019. Through her organization, she has brought joy to over 300 children in foster care with birthday boxes containing banners, plates, napkins, cups, and small gifts.

During the pandemic, she supported her community by organizing food distribution events throughout Cocoa, which benefited over 2,000 families. Additionally, she served as Outreach Coordinator for her church for three years, organizing clothing drives to support 250 homeless families in the community.

Mrs. Highsmith’s outstanding contributions have earned her notable recognitions, including the Women in the Workplace Champion Award from weVENTURE and the LEAD Brevard’s ‘4 Under 40’ Award.

Senate District 19 thanks Mrs. Highsmith for her dedication to education and community service in Brevard County.

Honoring Purple Heart Recipients

National Purple Heart Day, observed annually on August 7th, commemorates the historic establishment of the Purple Heart Medal. On this day in 1782, General George Washington commissioned the Badge of Military Merit, a precursor to the Purple Heart, to recognize the valor of enlisted soldiers. This decoration, the oldest military award, was later re-designated as the Purple Heart Medal in 1932 and expanded to honor those wounded or killed in action across all military branches.

To mark this significant day, the Brevard Veterans Memorial Center will host their annual Purple Heart Recognition Ceremony on August 4th, from 2:00 p.m. to 4:00 p.m. at the Merritt Island Veteran Memorial Center. Sponsored by Chapter 453 of the Military Order of the Purple Heart, this event will include special recognition of 10 Purple Heart recipients and one Gold Star Family, honoring their bravery and sacrifices. The ceremony will include sharing their stories and their contributions to our nation.

The National Purple Heart Day Ceremony will recognize the following 11 Purple Heart Veterans with Space Coast ties for their service and sacrifice:

District Highlights

Brevard County Opens First Middle School in 30 Years

Last week, the official ribbon cutting, grand opening, and flag raising for the new Viera Middle School (VMS) took place. The school is located at 6093 Stadium Parkway in Viera and is the first middle school to open in Brevard County in 30 years.

Superintendent Mark Rendell and Brevard Public Schools Board Members, Megan Wright, Chair, Gene Trent, Vice Chair, Matt Susin, and Kayte Campbell were in attendance as VMS Principal Kathy McNutt announced that over 700 students are already registered for the first day of school which is Monday, August 12th. The school is prepared to accommodate up to 900 students.

“This is a huge day for the Viera community and a huge day for Brevard Public Schools,” said Brevard Public Schools Superintendent Mark Rendell. “For all the students that are going to attend here, they are going to get to come into a brand-new building with all of the best stuff available right now.”

Some of the features of the 138,000-square-foot campus include:

  • A mixed-use cafeteria and auditorium
  • Classrooms equipped with interactive whiteboards
  • An aerospace and robotic lab
  • Music rooms for chorus, orchestra, and band
  • A technology design lab
  • Gymnasium

The new location alleviates some of the County’s busing costs for transporting Viera students to DeLaura Middle School.

Upcoming Events

Early Voting in Brevard County

Early voting for the 2024 Primary Election in Brevard County will begin Saturday, August 10th through Saturday, August 17th.

Early voting sites will be open Monday through Friday from 8:00 a.m. to 6:00 p.m., and Saturday and Sunday from 8:00 a.m. to 4:00 p.m.

Secure Ballot Intake Stations will also be available during early voting hours for voters wishing to drop off their completed mail ballots.

Voters may vote at any of Brevard’s Early Voting sites regardless of their residential address. On Election Day, voters must vote at their precinct-specific polling location.

 National Lighthouse Day at Cape Canaveral Lighthouse

On Wednesday, August 7th, the public can celebrate National Lighthouse Day with a free tour of the historic 1868 Cape Canaveral Lighthouse from 9:30 a.m. to 11:30 a.m.

Visitors will have the unique opportunity to explore Brevard’s only lighthouse, along with restored missiles and rockets at the Cape Canaveral Space Force Museum. This tour offers a glimpse into the past, present, and future of space exploration.

Brevard Zoo Hosts Roaring Back to School Event

On Saturday, August 10th, from 10:00 a.m. to 3:00 p.m., celebrate the new school year and World Lion Day with a day full of fun and games at the zoo. Dear Fellow Floridian,

Monday was a dark day for democracy in Latin America as Venezuelan dictator Nicolás Maduro stole another election from the Venezuelan people, again rejecting their calls for freedom and democracy. Sadly, the events leading up to this event started way before this week when the Biden-Harris administration cut a deal with Nicolás Maduro to ease oil sanctions. 

Since the Biden-Harris failed deal with dictator Maduro, the regime has grown in strength, our Western Hemisphere has become more dangerous and adversaries like Russia, China, Cuba and Iran are active in Venezuela at the dictator’s invitation. 

Maduro’s massive fraud is not the free and fair election we hoped it would be. But it is a clear result of the Biden-Harris failed appeasement that has emboldened Maduro. The result is a dictator who is murdering innocent Venezuelans on the streets and issuing an arrest warrant for María Corina Machado, Edmundo González, and other opposition leaders.

I spoke with María earlier this week and saw the election results. Edmundo González won this election, and after days of calling on the Biden-Harris administration to do so, I’m glad they finally recognized him as president-elect.

This is a significant moment in the Venezuelan people’s fight for freedom and true representative government. As your U.S. Senator, I will continue working alongside the freedom-loving Venezuelan people to bring democracy back to their country and demanding the administration’s weak appeasement policies that got us here are put to an end.

Sen. Rick Scott: Floridians Should Get Prepared TODAY for Potential Impacts of Severe Tropical Weather

Senator Rick Scott received a briefing from National Hurricane Center (NHC) Director Dr. Mike Brennan and released the following statement urging Floridians to stay alert and get prepared as the state monitors the path of Potential Tropical Cyclone Four, which the NHC forecasts to have a 90% chance of becoming a tropical cyclone in the next seven days that could impact Florida starting this weekend.  

Senator Rick Scott said, “Tropical storm watches and warnings have now been issued along the Gulf Coast and our state is in the cone of potential impacts from severe tropical weather from Potential Tropical Cyclone Four. I just spoke with National Hurricane Center Director Dr. Mike Brennan and while there is still uncertainty about the track and intensity of this storm system, families should prepare for very heavy rain of 4-8 inches with some areas getting as much as 12 inches of rainfall. That means we could see flooding across the state. Floridians understand just how quickly storms can develop and intensify. Now is the time to make a plan and make sure you’re ready for anything. Remember – NEVER drive into flood waters – turn around, don’t drown. As I always say: we can rebuild a house, but we cannot rebuild a life. I’ll be continuously monitoring this system and urge all Floridians to do the same. Florida has the best law enforcement and emergency managers in the world so please listen to them and be ready for severe weather.”

Sen. Rick Scott Presses FBI, Secret Service & DHS on Lack of Transparency & Accountability During Hearing on the Assassination Attempt Targeting President Trump

17 days after the attempted assassination of President Donald Trump during a rally in Butler, Pennsylvania, that resulted in the murder and severe injury of innocent Americans, Senator Rick Scott again demanded accountability and transparency from federal officials during a joint hearing of the Senate Homeland Security and Governmental Affairs Committee and Judiciary Committee. Since the horrific shooting at President Trump’s rally, Senator Scott has repeatedly pressed the Department of Homeland Security (DHS), Federal Bureau of Investigation (FBI) and the U.S. Secret Service (USSS) to hold daily public press conferences to share updates with the American people and answer questions about what happened, who is being held accountable, and how we make sure it never happens again.

Senator Rick Scott said, “More than two weeks after the attempted assassination of President Trump, murder of Corey Comperatore, and the severe injury of other innocent and patriotic Americans, the DHS, FBI and USSS have totally failed to deliver the accountability and transparency that this historic and horrific security failure demands. There hasn’t been a single public press conference to answer the American people’s questions, which has caused rumors and speculation about that day to run wild. FBI and the Department of Homeland Security, which the U.S. Secret Service is part of, are facing an unprecedented crisis of integrity. We have seen failure after failure, and there is never any accountability or transparency from the Biden-Harris administration. Nobody is ever fired and the American people are tired of the total incompetence of this administration. During last week’s briefing, I asked if DHS and the FBI would commit to holding daily press conferences on this investigation and I was told that that was a decision that agency leadership needed to make. Senator Rick Scott released the below statement ahead of Venezuela’s presidential election this Sunday. Ahead of the election, the regime of Venezuelan dictator Nicolás Maduro disqualified the leading opposition candidate, María Corina Machado, from participating in the upcoming presidential elections. Over the last few months, members of Machado’s team have been targeted and even arrested by Maduro’s thugs. Since the Biden-Harris administration took office, it has repeatedly taken actions to appease murderous dictators like Maduro and failed to stand up for freedom and democracy in Venezuela and throughout Latin America.  

Senator Rick Scott said, “If given the opportunity for a truly fair and free election, I believe the people of Venezuela will choose to vote for the future of their country and reject the murderous dictator Nicolás Maduro this Sunday. For too long, Nicolás Maduro and his thugs have deprived the Venezuelan people of this choice by attacking his political opponents, using violence and threats in a desperate attempt to hold onto power over a people that hate him.

Senator Rick Scott said, “It has been over a week since the assassination attempt on President Trump and we still do not have any answers. That is unacceptable. USSS Director Kimberly Cheatle must resign TODAY. The American people deserve answers and I am demanding daily updates from the Biden-Harris administration and accountability for its massive failure. I am very grateful for the Secret Service agents and law enforcement officers who put their lives on the line following the shooting to protect President Trump. They are heroes, but the leadership at DHS and USSS clearly failed. As I said on Saturday, the security of our Republic is being questioned. The Biden-Harris administration can’t wait until the investigation is complete to release details. I will continue reiterating my calls for transparency and accountability from this administration. It needs to start today.”

Sens. Rick Scott, Mark Warner Lead Bill to Crack Down on Chinese-Made Drones in the U.S.

Senator Rick Scott announced the introduction of the bipartisan Countering CCP Drones and Supporting Drones for Law Enforcement Act with Senator Mark Warner, Chair of the Senate Select Committee on Intelligence. The Countering CCP Drones and Supporting Drones for Law Enforcement Act would blacklist dangerous Chinese drone companies Da-Jiang Innovations (DJI) Technologies, Autel Robotics, and other CCP-linked drone industry participants and cut them off from U.S. telecommunication infrastructure by including these companies on the Federal Communications Commission’s (FCC) Covered List, which identifies telecommunication equipment that poses an unacceptable risk to the national security of the United States. The legislation also creates a short-term Department of Transportation grant program, specifically designed for first responders, to replace any existing Chinese drones and purchase American-made ones. Senators Scott and Warner also filed this legislation as an amendment to the FY2025 National Defense Authorization Act. 

Senator Scott has been leading efforts in the Senate to counter People’s Republic of China-made technology that can harm national security—especially drones. Communist China funds technology, like drones made by companies like DJI, with the capability to spy on Americans, steal their data and gather sensitive information. Senator Scott successfully fought to include his and Senator Warner’s American Security Drone Act in the FY2024 NDAA to ban the United States Government from purchasing drones made by Chinese companies, like DJI, which was signed into law by President Biden last year.

Senator Rick Scott said, “Drones made in Communist China pose a significant threat to our freedoms and security and cannot be allowed to continue operating in American skies. Companies based in Communist China are at the will of Xi’s evil regime, meaning one of the United States’ greatest adversaries has total access to every bit of data collected by devices. It should terrify every single American that the Chinese Communist Party, known for spying, stealing and espionage, could have access to footage of Americans, their land, their businesses and their families without their knowledge. I was glad to successfully pass my and Senator Warner’s American Security Drone Act to stop the use of drones made by companies in adversarial nations, like Communist China’s DJI, in the United States Government and military, which is critical to protecting our national security. Now, we must pass the Countering CCP Drones and Supporting Drones for Law Enforcement Act as a necessary next step to eliminate the threats we face from Communist China and further protect the security of the United States and every American family.”

In an effort to stop the threat of the Chinese Communist Party from expanding and establishing its global maritime network, Senators Rick Scott, Marco Rubio and Mark Kelly introduced the Strategic Ports Reporting Act that would require the U.S. Department of Defense to draft an interagency strategy report to proactively counter this growing threat. Currently, multiple Chinese companies possess ownership shares to key ports in the U.S. and around the world. This investment is a significant risk to our national security interests and to America’s access to trade, global supply chains, and overall maneuverability in the maritime domain.

Senator Rick Scott said, “Protecting the ports, seaports and infrastructure of the U.S., our allies and trading partners around the globe is critical to our economic independence, U.S. national security and the security of our allies. As our nation faces threats from adversaries around the world and Communist China continues its quest for global dominance, we must eliminate any ownership, influence, or access the Communist Chinese regime may have over our allies’ infrastructure and data that can be used against us. Our bill requires the Department of Defense to identify our most critical ports worldwide to ensure continued U.S. trade and military operations and develop a plan to keep them secure from our enemies. This overdue action is essential to protecting American trade and security.”

Sen. Rick Scott to Chair Powell: Fed’s Failure to Meet Balance Sheet Reduction Goals Shows Unacceptable Lack of Accountability

Ahead of this week’s Federal Open Market Committee (FOMC) meeting, Senator Rick Scott sent a letter to Chair of the Federal Reserve, Jay Powell, urging accountability regarding his massive failure to meet his target of reducing the Fed’s balance sheet and severely misallocating capital. Senator Scott has been adamant about holding the Fed accountable to their goals of reducing the balance sheet since his election to the Senate. Senator Rick Scott, member of the Senate Armed Services Committee (SASC) and ranking member of the SASC Personnel Subcommittee, spoke on the Senate floor slamming Majority Leader Chuck Schumer for delaying consideration of the 2025 National Defense Authorization Act (NDAA). Sen. Rick Scott Slams Biden-Harris Jobs Report, Shares Weekly Update on Harris Price Hikes

Following the release of the Bureau of Labor Statistics’ abysmal July jobs report showing the unemployment rate rise to 4.3%, Senator Rick Scott released the following statement and a weekly update on his actions to address America’s debt crisis, rising inflation and failing economy caused by the Biden-Harris administration’s reckless and radical agenda. The July report shows that job creation is much lower than expected, and multiple jobs holders increased by 311,000, over the last year, highlighting the dark reality that more people are taking on multiple jobs to make ends meet. The report also shows that the June jobs report has been revised down by 27,000 jobs.

Senator Rick Scott said, “Growing up, my family had very little and we lived in public housing. I watched my parents struggle to find and keep jobs and saw how hard that made it for them to keep food on the table. It makes me furious that the Biden-Harris administration’s radical agenda is forcing that same hardship on families all across our country as unemployment rises, more than 450,000 full-time jobs have disappeared in the last year and 514,000 more Americans than at this time last year are working part-time jobs just to survive. This jobs report would be terrible even without the record inflation Biden and Harris have caused, but with Harris Price Hikes sending costs up 20% since January 2021, too many families are running out of money and options and seniors are having to come out of retirement to keep their homes.

“Under Democrat rule in Washington, our country has lost its way and chosen to incentivize people not to work – and now 100 million adults aren’t in the labor force. If we want to rescue America from this nightmare of fewer jobs, skyrocketing inflation and now $35 TRILLION of debt, we need every American who is able to work to get back in the workforce. I am always optimistic about our future, but we can only fix this if we force a sea change in Washington that brings fiscal sanity and commonsense back to our government.”
