As we conclude this year’s legislative session, the budget has officially been approved. With no bills awaiting presentation, once Governor DeSantis signs the pending legislation, the session will officially be wrapped up.

This week, Governor DeSantis approved HB 725 and HB 1329, legislation designed to provide support to Florida’s Veterans and their families. HB 725 expands eligibility for Veterans’ long-term care facilities. HB 1329 enhances benefits for Veterans, focusing on programs that aid in the transition to civilian life. Additionally, Governor DeSantis signed three bills to improve pediatric and cancer care in Florida. HB 885 mandates coverage for biomarker testing, providing faster and more accurate diagnoses for various health conditions. Statewide Update

Florida Leads in Marine Conservation

Governor DeSantis and the Florida Legislature are funding efforts to protect and restore the state’s marine ecosystems. A historic $57 million has been allocated for coral reef restoration and coastal protection in the 2024-2025 state budget.

This funding includes $5 million for the creation of additional artificial reef habitats through the Florida Fish and Wildlife Conservation Commission (FWC). This initiative aims to develop and maintain artificial reefs in the Florida Keys, promoting marine biodiversity and supporting local ecosystems. To learn more about artificial reefs, click here.

Earlier this year, Governor DeSantis allocated $9.5 million to the Coral Reef Restoration and Recovery Initiative. Florida’s investments in coral reef restoration exceed the federal budget for similar efforts, highlighting the state’s leadership in marine conservation.

Legislation Approved to Support Veteran Families

Last week, Governor DeSantis approved HB 725 and HB 1329, legislation that supports Florida Veterans and their families.

HB 725 expands eligibility for Veterans’ long-term care facilities to include spouses or surviving spouses, ensuring families can stay together and receive necessary care. Florida currently operates nine state Veterans’ nursing homes with plans to add a tenth, making Florida the state with the most facilities for Veterans’ care in the nation. These homes offer nursing care, hospice care, and rehabilitation services.

HB 1329 enhances benefits for Veterans, focusing on programs that aid in the transition to civilian life. This bill designates Veterans Florida as the state’s primary contact for military transition assistance and expands its board of directors. It also revises the Veterans Employment and Training Services Program to better match Veterans and their spouses with job opportunities, encourage veteran entrepreneurship, and prioritize grant funds for necessary training and certifications. Florida Advances Pediatric and Cancer Care

In a press conference last week, Governor DeSantis signed three bills that will lead to significant advancements in healthcare for Florida, particularly in pediatric and cancer care.

SB 1582 establishes the Andrew John Anderson Pediatric Rare Disease Grant Program, dedicated to funding research and cures for rare pediatric diseases. This bill also creates a new profession for environmental health technicians, allowing them to conduct septic inspections without a four-year degree. In addition, the bill standardizes newborn, infant, and toddler health and hearing screenings to ensure early diagnosis and treatment. For more information on SB 1582, click here.

SB 7072 strengthens the Casey DeSantis Cancer Research Program, formally establishing the Cancer Connect Collaborative within the Department of Health. Additionally, the bill revises membership of the Florida Cancer Control and Research Advisory Council to include a representative of the Mayo Clinic in Jacksonville. HB 885 mandates coverage for biomarker testing through Florida Medicaid and the Division of State Group Insurance. Through Biomarker testing, Floridians can receive a faster and more accurate diagnosis of various health conditions. For more information on HB 885, click here.

These legislative efforts are supported by the state budget, with substantial investments in healthcare, including $232 million for cancer research and $456.5 million to support maternal and child health.

Constituent of the Week

 Dr. Michael A. Cadore Sr.

This week, we proudly recognize Dr. Michael A. Cadore Sr. as our Constituent of the Week.

Growing up in Titusville, Dr. Cadore learned the value of giving back from his family. He spent his youth volunteering at the Titusville YMCA, delivering clothes and food to those in need. During high school, he participated in ride-alongs with his father, who served his community as a policeman. Throughout his youth, Dr. Cadore learned valuable life lessons about compassion and the importance of community through his family.

After playing professional football for the World League of American Football in Montreal, he returned to Brevard County, where he began his career in law enforcement at the Brevard County Sheriff’s Department, serving from 1991 to 2005. From 2005 to 2019, Dr. Cadore worked as an officer at the Rockledge Police Department. In addition to his career in law enforcement, Dr. Cadore has served on various boards and commissions, including the Brevard County Housing Authority, Brevard Family Partnership, LEAD Brevard, Aging Matters, and the Space Coast Sports Commission. Additionally, he serves the City of Rockledge as Councilman Seat #1, demonstrating his commitment to advocating for the needs and interests of his community.

Dr. Cadore has earned numerous awards, including 2014 Space Coast Sports Hall of Fame, 2014 Central Florida Humanitarian of the Year, 2017 Dr. Harvey L. Riley Bridge Builder Award, 2018 Space Coast Community Leadership Award, and 2018 Ronald McNair Hidden Figures Award for Community Impact. He has a bachelor’s degree in corrections and administration of justice, a master’s degree in management and leadership, and a doctorate degree in education.

As the Executive Director of Community Engagement for External Affairs at Eastern Florida State College, Dr. Cadore leads the college’s outreach efforts, fostering meaningful connections between the institution and the community. He is also a professor for a success strategies course, helping students develop study skills and navigate college life.

Dr. Cadore leads business and leadership workshops, community service opportunities, and consulting through Magnus Solutions Inc., a business he named after his grandfather who inspired his work in community outreach.

District 19 is privileged to recognize Dr. Cadore for his dedication to public service and his tireless efforts in preparing the next generation of leaders in our communities.

 Space Coast Black Chamber of Commerce Hosts State of the Space Coast Conference

Last week, the Space Coast Black Chamber of Commerce hosted the State of Space Coast Conference, a networking event for entrepreneurs and local business owners. The event featured around 55 Black business owners, entrepreneurs, and local government officials to discuss developments in the Space Coast.

The conference has grown since last year in Melbourne, featuring speakers such as Rockledge Councilman Shaun Ferguson, Cocoa Mayor Michael Blake, Palm Bay Deputy Mayor Donny Felix, Melbourne Vice Mayor Yvonne Minus, Rockledge Councilman Dr. Michael Cadore, Cocoa Deputy Mayor Lavander Hearn, and Titusville Councilman Joe Robinson.

Victoria Jones, the founder and president of the Space Coast Black Chamber of Commerce, expressed gratitude for the community’s support. “We are blessed and thankful for the community embracing us,” Ms. Jones said.

I was honored to have met with President Jones during the 2024 Legislative Session in Tallahassee and look forward to continue to support the chamber’s efforts to help entrepreneurs and leaders in our community succeed.

Space X Launches European TV Satellite from Cape Canaveral

On Thursday, June 20th, SpaceX successfully launched the Astra 1P/SES-24 satellite from Cape Canaveral Space Station. The geostationary satellite will provide satellite TV services to Germany, France, and Spain. Astra satellites have been delivering TV and radio services in Germany since 1988.

By collaborating with global companies like SES and Astra, SpaceX plays a role in advancing international cooperation in space exploration and communication. These partnerships help encourage innovation and technological advancement, benefiting both the space industry and the consumers who rely on these services.

Following the launch, SpaceX achieved its 250th successful landing on an ocean-based drone ship. Astra 1P satellite will soon begin broadcasting TV services to customers throughout Europe. To watch the launch, click here.

Local K-9 Units Honored by Brevard County Sheriff’s Office

Sheriff Wayne Ivey’s recent presentation at the Propeller Club of Port Canaveral honored Brevard County’s Sheriff’s Office K-9 Unit. With the largest K-9 unit in the state, Brevard’s K-9 teams undertake a range of tasks, including preventative patrols, safety checks, tracking fleeing subjects, assisting in high-risk arrests, and conducting searches for narcotics, explosives, and missing individuals.

Beyond their daily roles, Brevard’s K-9 units assist with deputy safety and engage the public through demonstrations. Under Sheriff Ivey’s leadership, Brevard County Sheriff’s Office has initiated a breeding program.

FWC Hosts Gopher Tortoise Conservation Workshop in Palm Bay

On Thursday, June 27th, the Florida Fish and Wildlife Conservation Commission will host regional workshops at the Palm Bay Council Chambers (120 Malabar Rd SW) from 9:00 a.m. to 12:00 p.m.

The goal of these workshops is to encourage participation in gopher tortoise conservation at the local level by providing valuable information that can assist in establishing effective local gopher tortoise protection policies. In addition to focusing on gopher tortoises, the FWC will discuss how local policies can play a crucial role in conserving other state-listed species.

During the workshops, attendees will learn about various strategies and practices for habitat management, which are essential for the protection of these species. FWC will also provide information on financial incentives available to local governments that actively engage in habitat management and conservation efforts.

Family Promise of Brevard Hosts 1st Annual Mermaid & Pirate Festival

On Sunday, June 30th, Family Promise of Brevard will host the 1st annual Mermaid and Pirate Benefit Festival. The festival will take place from 11:00 a.m. to 8:00 p.m. at the Pineda Inn Bar & Grill (6533 US Highway 1) in Rockledge.

The family friendly event is free to the public and proceeds benefit the Family Promise of Brevard organization which has assisted over 12,000 families in Brevard find housing in the last 10 years. The event will feature live music, silent auctions, prizes, food vendors, drink specials, raffles, and more. Mermaid and Pirate costumes are encouraged.

Happy Father’s Day!

This week, we celebrate all the wonderful fathers who impact our lives every day. Thank you to all the biological fathers, stepfathers, grandfathers, and father figures for your guidance, support, and love.

As we honor Father’s Day, we recognize the countless sacrifices fathers make for their families, putting their own needs aside to support their loved ones.

Ronald Reagan stated, ” On Father’s Day, we pay tribute to all in our society who have taken on the responsibilities and joys of fatherhood. Whether our fathers are near at hand or a continent away, with their families or watching from the light of eternity, we take this day to remember them, to say thanks for the years they have given us and ask that they receive God’s blessing.”

We extend our heartfelt gratitude to all the amazing fathers. Today, we celebrate you and the remarkable difference you make in our lives. I hope everyone has a blessed Father’s Day spent making memories with family.

Statewide Update

 Focus on Florida’s Future Budget for Fiscal Year 2024-2025 Signed by Governor DeSantis

Last week, Governor DeSantis signed the Focus on Florida’s Future Budget for Fiscal Year 2024-2025. This year’s budget totals $116.5 billion, reflecting a reduction in overall state spending while maintaining $17 billion in budgetary reserves. It highlights the Legislature’s and Governor’s dedication to addressing Florida’s top needs.

The budget includes $1.5 billion in tax relief for Florida families, featuring $450 million in toll relief and sales tax holidays. Key investments include $1.25 billion for teacher salary increases, $4.1 billion for the State University System, and $237 million for residential home mitigation programs.

Significant funding has also been directed towards environmental conservation, with over $1.5 billion for Everglades restoration and water quality projects. The budget supports law enforcement and the military, allocating $17 million for the Law Enforcement Recruitment Bonus Program and $7 million for the Defense Infrastructure Grant Program.

Historic Teacher Salary Increase in Florida: A Commitment to Education

In a press conference on Monday, June 10th, Governor DeSantis pledged to approve a historic increase in teacher salary funding, with $1.25 billion allocated for the Fiscal Year 2024–25 budget. This decision marks a significant milestone in Florida’s ongoing efforts to enhance educator compensation. Since taking office in 2019, DeSantis has overseen an investment of over $4 billion in teacher pay increases, boosting starting salaries by nearly $10,000.

“Florida’s education system is number one in the nation, and we want to make sure good educators are attracted to Florida with attractive compensation,” DeSantis stated. His administration, in collaboration with the Florida Legislature, has been instrumental in establishing and increasing the Teacher Salary Increase Allocation, which has grown from $500 million in 2020 to the current $1.25 billion.

Florida’s commitment to its educators is reflected in the average starting teacher salary, which now exceeds $48,000, and the average overall teacher salary, which is over $54,000. These figures are expected to rise further with the new funding. Commissioner of Education Manny Diaz, Jr., praised the state’s dedication, stating, “Florida continues to attract some of the best educators in the country thanks to these investments.”

Constituent of the Week

Kyle Canamore

We are honored to feature Kyle Canamore as our constituent of the week. Mr. Canamore is a Veteran and an incredible father.

Originally from Pekin, Illinois, Mr. Canamore’s childhood dream was to serve in the military. He pursued this ambition with determination, graduating high school early to enlist in 2007.

During his military career as a Sergeant in the Army from 2007 to 2016, Mr. Canamore served in Operation Iraqi Freedom. He was a paratrooper, completing about 50 jumps, and had the opportunity to train with foreign militaries, including the Canadian Army, the French Legion, and the Chilean Army, earning Jump Wings from them.

Raised by his mother and grandparents, Mr. Canamore was inspired by his grandfather, an Air Force Veteran who flew C-130s, the same planes he completed his jumps from. Mr. Canamore describes serving in the military was one of the greatest experiences of his life, stating that it was an honor to serve his country.

During his service, Mr. Canamore completed two tours in Iraq and a humanitarian mission to Haiti. Two of his most notable military awards are the Expert Infantryman Badge and the Humanitarian Service Medal.

Mr. Canamore is father to three beautiful daughters. He enjoys taking his daughters to parks and theme parks, cherishing every moment spent with them. His family is also an active part of Calvary Chapel Church community in Titusville.

After being honorably discharged, Mr. Canamore successfully transitioned to a career in Information Technology and has thrived in this field since 2016. While IT is one of his dream jobs, Mr. Canamore says being a father is the best job he could ever have, and he loves watching his daughters learn and grow into their own personalities.

On Father’s Day, District 19 is proud to recognize Kyle Canamore, a veteran and a devoted father, for his service and his unwavering commitment to his family.

Brevard Public Schools Expand Guardian Program for Enhanced Security

On Tuesday, June 11th, the Brevard Public School Board voted to expand the Sheriff Training on Site Marshall Program (S.T.O.M.P.) to include district personnel who meet specific qualifications. This initiative demonstrates Brevard Public Schools’ (BPS) commitment to safety as the number one priority for all students and staff.

The expansion allows employees the opportunity to be school-based Guardians, provided they are not classroom-assigned and meet the criteria outlined in the Brevard Federation of Teacher bargaining contract.

Participation in the program is voluntary. The employee must undergo evaluations and complete the Brevard County Sheriff’s Office S.T.O.M.P. training requirements. Once trained, these Guardians will not have law enforcement authority except to prevent or stop active assailant incidents at any Brevard Public School site.

“This is an additional layer of security for our schools. While this program is new to Brevard, it is not new to Florida as numerous other districts have had Guardians in schools for several years,” stated BPS Superintendent Dr. Mark Rendell.

S.T.O.M.P. was established by the Brevard County Sheriff’s Office in partnership with Brevard Schools following the tragic Marjory Stoneman Douglas High School shooting in 2018. This program aligns with the Marjory Stoneman Douglas High School Public Safety Act and oversees all School Resource Officers and Security Specialists within Brevard Public Schools. Training for the expanded Guardian program is scheduled to begin in July 2024.

 Cocoa Beach Art Wave Festival 2024

On Saturday, June 22nd, from 9:00 a.m. to 4:00 p.m., the Minutemen Causeway in Downtown Cocoa Beach (S 6th St) will host the 2024 Art Wave Fest.

Organized by Cocoa Beach Main Street in collaboration with Breakers Art Gallery, this event features artists from across the state. The art will be displayed along the Minutemen Causeway, transforming the street into an open gallery.

Visitors will have the opportunity to engage with artists as they showcase their work. The Art Wave Fest will display various kinds of art from paintings and sculptures to photography and more.

In addition to the art exhibition, the festival will feature live music performances as well as food truck vendors.

Lunch and Learn Event for International Women in Engineering Day

On Thursday, June 20th, from 11:30 a.m. to 1:00 p.m., at Astronauts Memorial Foundation (405 NASA PKWY W, Merritt Island), Brevard Women Connect (BWC) will host a special Lunch and Learn event in celebration of International Women in Engineering Day. This event is designed to inspire, empower, and connect women in engineering and STEM fields.

BWC is dedicated to professional women in Brevard County. The event will include a panel discussion, allow networking with your peers and include an interactive Q&A session. The event is open to all female engineers and STEM students, with free admission for current STEM students.

Attendees will hear from successful female engineers about their career paths and challenges, see innovative projects from robotics teams, and connect with professionals, peers, and mentors. During the event, participants will have time to ask questions and get personalized advice.

City of Rockledge Food Truck Friday

On Friday, June 28th, the City of Rockledge is hosting Food Truck Friday! The event will take place at the Civic Hub/City Hall parking lot located at 1600 Huntington Lane in Rockledge beginning at 4:30 p.m. Enjoy a variety of delicious foods from local food trucks accompanied by live music and DJ performances.

Parking is available at the City Hall parking lot and in the Subway lot south of the restaurant.
