State Senator Debbie Mayfield – Mayfield Minute 05/26/24

Good Morning!

Memorial Day is a federal holiday held the last Monday in May and is the nation’s foremost annual day to mourn and honor the bravest of service men and women who lost their lives while defending our nation.

Originally called Decoration Day, Memorial Day was formalized by a “Memorial Day Order” issued by the Grand Army of the Republic Commander-in-Chief John A. Logan in 1868. General Logan called for May 30, 1968 as a day to decorate the graves of fallen soldiers with flowers, wreaths, and flags. On May 30, 1968, the first Decoration Day was held at Arlington National Cemetery where five thousand participants came together to decorate the graves and honor the 20,000 fallen soldiers.

In 1971, Congress officially established Memorial Day as a national holiday to be observed on the last Monday of May each year. Ceremonies are held annually at the Arlington National Cemetery where American flags are placed at each grave site. A wreath-laying ceremony is also held at the Tomb of the Unknown Soldier to remind us of the sacrifices made by military service men.

This past Friday on May 24th Governor DeSantis ordered all state flags to half staff through Monday, May 27th stating, “On Memorial Day, we honor the heroes of the United States armed forces who made the ultimate sacrifice for their country. May we never forget the selfless bravery of the men and women who laid down their lives to protect their fellow citizens. Our hearts are heavy with gratitude for their unwavering commitment to protecting this nation’s highest ideal of freedom in the face of grave danger.”

Statewide Update

  Disaster Preparedness Sales Tax Holiday

The sales tax holiday for disaster preparedness will take place June 1st thru June 14th for the 2024 hurricane season which is from June 1st thru November 30th. The sales tax holiday is part of a wide-ranging tax package (HB 7073) that the Florida Legislature passed during the 2024 session and Governor DeSantis signed on May 7th.

Hurricane predictors project a “turbulent” hurricane season with more than 21 named storms according to the World Meteorological Organization. Colorado State University researchers also have forecasted a “very, very busy hurricane season” based on expected La Niña conditions that would result in hurricane-favorable wind shear conditions and warm water.

A second sales tax holiday for disaster preparedness will be held August 14th thru September 6th.

The sales tax holidays include items from batteries, fuel tanks, portable radios and portable generators in addition to sales tax exemptions on pet supplies and medicines.

Constituent of the Week

 Colonel Patrick Keane

Our constituent of the week is Colonel Patrick Keane, (RET) United States Army.

Colonel Keane immigrated from Ireland to California with his family in 1957. After a few months of living in the United States, he was drafted into the United States Army. He said, once drafted he learned airborne soldiers could earn an additional $55 each month, so he enrolled in the airborne unit.

Colonel Keane was deployed to Okinawa, Japan where he served as a paratrooper. His next deployment was Vietnam where he served two tours, the first as a Lieutenant in the Airborne Brigade and the second in the First Calvary Division, which he proudly claims is the “same regiment” that American Commander General George Armstrong Custer served in during the Civil War.

Colonel Keane bravely survived two enemy combatant attacks while deployed in Vietnam. In 1966, he was wounded and survived an injury by an enemy rocket-propelled grenade. In 1970, he was also wounded and survived an enemy hand grenade strike. Because of Colonel Keane’s courage in serving our country and powering through the injuries he experienced, he was awarded the Purple Heart.

In the 1970’s, he relocated to Tampa, Florida where he earned his Bachelor’s degree from the University of Tampa. He was then relocated to Melbourne and attended Florida Institute of Technology where he completed his Master’s degree.

Upon completion of his college education, he began his career with General Electric. After several years of working with General Electric, they offered him a transfer to Korea or Germany as a project officer on military vehicles and equipment. He declined the international transfer and went into his second retirement. He now spends his time volunteering for various non-profit organizations.

Colonel Keane passionately serves recipients of the Meals on Wheels program and assists widows of Veterans to ensure they receive the entitlements they deserve after the loss of their loved one. He also sponsors the monthly Sunday Dinner for homeless Veterans in transition and takes the role of Santa Claus for homeless children.

Colonel Keane and his wife of 61 years, Elizabeth, reside in Brevard County just outside the City of Satellite Beach. They have two sons, both Veterans, and four grandchildren. On this Memorial Day, and every day, Colonel Keane and noble individuals just like him in our community deserve our gratitude and appreciation for their selfless service to our nation and our community.

Dear Fellow Floridian,

I have spent my life building businesses and fixing problems. I’m a turn-around guy and you saw that firsthand when I was your governor. When you elected me in 2018, I promised to fight every day to replicate Florida’s conservative governance in Congress and make Washington work for you. This week, I took that fight to a new level and announced that I am running to be the next Senate Republican leader.

When I was Florida’s governor, we fought hard every day to turn our state around and make it into the low-tax land of freedom and opportunity it is today. In 2010, Florida was in real trouble. Families were leaving our state, our debt was growing, the property insurance market was out of control and we were losing jobs. At the end of my two terms as governor, businesses in our state had added 1.7 million new private-sector jobs. Because of our economic success, our property insurance market was stabilized and premium costs were down, we cut taxes 100 times, slashed 5,000 burdensome regulations, and made historic investments in education, our environment, infrastructure and more. What we did in Florida shows that when you have a leader willing to bust their butt, you can create dramatic change.

Everybody knows that Washington is broken. The path our nation is going down is not sustainable and our country is in deep trouble. Just look at the border, the nearly $35 trillion national debt and inflation that’s up almost 20% since Biden took office. We don’t need minor adjustments, we need a sea change to make Washington work for YOU, bring fiscal sanity back to the federal government and stop the massive government growth that is destroying our economy and the American Dream. That’s why I’m running to be the Senate Republican leader.

Looking ahead… Hurricane season starts on Saturday, June 1st, and now is the time to get ready. Preparedness saves lives. Like I always say: You can rebuild your home, but you can’t rebuild your life. Next week, I’ll be traveling around the state to urge all Floridians to take hurricane preparedness seriously and take the opportunity to make a plan TODAY. For more information on how you can keep your family safe, click HERE.

Sincerely,

Sen. Rick Scott Joins GOP Colleagues for Press Conference to Slam Schumer’s Open Border Bill

Senator Rick Scott joined Senator Marsha Blackburn (R-Tenn.) and their GOP colleagues to hold a press conference pushing back on Chuck Schumer’s plan to bring an immigration bill to the Senate floor after Senate Republicans rejected this proposal back in February because it would codify President Biden and Democrats’ illegal immigration and open border agenda.

Senator Rick Scott said, “Everyone knows Schumer’s push to bring back this failed immigration strategy is a sham. This is a desperate move to shift blame and distance Democrats from Biden’s toxic open border policies that have brought millions of illegal immigrants, drugs and terrorists across our border. This bill won’t solve Joe Biden’s crisis—in fact, it codifies his failed policies. The truth is, if Biden wanted to fix the border, he would do it today by enforcing the laws we have to secure the border, just like President Trump did. Then Biden and Mayorkas dismantled the entire immigration system and allowed it to become lawless.

“Biden clearly wants to see an invasion of illegal aliens into the United States. He clearly wants to put Americans’ lives at risk with criminals, terrorists, drugs coming across… innocent Americans killed, and our communities at risk. His own FBI director admitted that his policies are making our nation less safe. It is making the fentanyl crisis worse, and I do not want another 70,000 Americans to die from an overdose. I continue to hear from Florida families about how this crisis is ripping apart families, and we have to put an end to it. Unfortunately, it is the Democrats that don’t want to secure the border. They want to pass a massive immigration bill that codifies Biden’s open border policies into law. We HAVE to stop illegal immigration and keep Americans safe, and that’s going to require a new president in the White House.”

Sens. Rick Scott & Marco Rubio Demand Answers and Action from FEMA on Projected Disaster Funding Shortfall

Senators Rick Scott and Marco Rubio sent a letter to Deanne Criswell, Administrator of the Federal Emergency Management Agency (FEMA), once again voicing concerns about the impending exhaustion of the Disaster Relief Fund (DRF) as Floridians prepare for the upcoming hurricane season. This letter follows reports that the agency expects the Disaster Relief Fund (DRF) to run out of funds by August 2024 and may need to activate an immediate needs funding designation as early as June.

The senators stress the damage this funding shortage would be to hurricane and disaster relief efforts in Florida and across the country. FEMA’s latest monthly DRF report, issued May 7, 2024, projects a $1.359 billion deficit in its Major Declarations fund by August, growing to $6.811 billion by September. The senators are calling on the administration to provide answers on its current funding levels and plans to prepare and stand ready in the case of a natural disaster.

Last August, the senators sent a similar letter to Administrator Criswell and led the effort in the Senate to fully fund FEMA’s DRF at the levels FEMA and the White House requested. Not even a year later, the administration is projecting another shortfall, raising concerns about the White House’s ability to manage the program properly.

Sen. Rick Scott Shares Support for Democracy in Taiwan as New Government Takes Power

Senator Rick Scott, a staunch supporter of Taiwan, released the following statement sharing his support for the installation of Taiwan’s new democratically-elected government and President Lai Ching-te. In 2022, Senator Scott visited Taiwan and met with then-President Tsai Ing-Wen and other high-ranking officials to discuss the importance of a strong U.S.-Taiwan relationship regarding trade, defense and national security policies.

Senator Rick Scott said, “It is no secret that Taiwan has a formidable enemy in Communist China’s evil dictator, Xi Jinping, who is willing to invade Taiwan and continue his attacks against democracy in a quest for world domination. Taiwan needs American support now more than ever and today is a bright day in Taiwan as it makes history with another peaceful installation of a democratically-elected government. I’d like to congratulate President Lai Ching-te and look forward to working together as we continue to strengthen the U.S.-Taiwan relationship.”

Sens. Rick Scott, Marco Rubio & Tina Smith Introduce Bill to Address Senior Loneliness

Senator Rick Scott, a member of the U.S. Senate Special Committee on Aging, and Senators Marco Rubio and Tina Smith introduced the Social Engagement and Network Initiatives for Older Relief (SENIOR) Act to address senior loneliness. In Florida and across the country, a growing number of senior citizens are suffering from mental and physical health issues, largely driven by an epidemic of loneliness. Despite public health officials sounding the alarm, the issue has not yet been addressed through any major legislation.

Senator Rick Scott said, “Florida has a wonderful senior population that contributes so much to our great state. Combatting the feeling of isolation and loneliness for our aging community has endless benefits – from better mental and physical health to stronger, multigenerational relationships with families and communities. I’m proud to lead this bill with Senator Rubio to better support our seniors.”

Sens. Rick Scott, Marco Rubio Support Florida Major Disaster Request for Recent Tornadoes, Severe Weather

Sen. Rick Scott Joins Reps. Mario Díaz-Balart & Carlos Giménez to Denounce Cuban Regime Operatives Touring TSA Facilities at Miami International Airport

Senator Rick Scott joined Representative Mario Díaz-Balart (FL-26) and Representative Carlos A. Giménez (FL-28) to host a press conference denouncing the Biden administration’s decision to allow Cuban regime operatives to tour the TSA facilities at Miami International Airport earlier this week. The Cuban regime is designated as a State Sponsor of Terrorism and should not be invited to view U.S. security areas, nor receive special treatment at any U.S. airport. Protecting national security and the American people is the elected officials’ first priority, and they are demanding answers as to who and why the visit was authorized immediately.

Senator Rick Scott said, “What the Biden administration has allowed to happen here is absolutely insane. The illegitimate, communist Cuban regime is a designated State Sponsor of Terror and President Biden just opened our doors to them with a personal tour of U.S. security protocols at Miami International Airport. Everything this administration does puts America at risk. My colleagues and I are calling on Secretary Mayorkas, the TSA Administrator and any Biden administration official involved in this reckless decision to answer for it and be held accountable. Joe Biden’s appeasement of the Cuban regime is already putting Americans in danger; we cannot allow these terrorists back on American soil.”

Sen. Rick Scott Shares Weekly Update on Biden’s Inflation Crisis

Senator Rick Scott released a weekly update on his actions to address America’s debt crisis and rising inflation. According to data released Tuesday from the Federal Reserve in its Economic Well-Being of US Households report for 2023, about 65% of US households said changes in prices made their financial situation worse in 2023. The Federal Reserve also reported that challenges paying rent increased in 2023. To read the full Fact Sheet from the Federal Reserve, click here.

Sen. Rick Scott said, “Inflation has risen every month that Joe Biden has been president. That’s over 37 months of consecutive increases that have piled up on Florida families and forced them to make tough choices, all because of Biden’s reckless spending and failed policies. I grew up in public housing and watched my mom struggle to make ends meet. Now, families all across America are dealing with that same hardship. It’s time to bring fiscal sanity back to Washington by cutting spending and getting government the heck out of people’s lives. That’s what I’m fighting to do each day and I won’t stop working to reverse Biden’s bad agenda and make Washington work for Florida families by driving down prices.”

State Senator Debbie Mayfield – Mayfield Minute 05/19/24

Good Morning!

week, our nation recognized National Police Week. In 1962, President John F. Kennedy signed a proclamation designating May 15th as Peace Officers’ Memorial Day and the week surrounding this date as National Police Week. In 1994, President Bill Clinton signed a law to have flags flown at half-staff in all government buildings on May 15th each year.

National Police Week occurs annually as a tribute to honor the law enforcement community and those who have lost their lives in the line of duty. The week-long observance in Washington, DC attracts 25,000 to 40,000 individuals from across the United States for a unique opportunity to celebrate law enforcement officers and share respect for those who serve, those who have made the ultimate sacrifice, and the family members left behind.

Governor DeSantis exemplified the significance of this occasion by ordering flags to be flown at half-mast on May 15th in honor of the bravery and dedication of Florida’s law enforcement officers.

We extend our sincere appreciation to law enforcement officers for their commitment to keeping our communities safe and thank them for their bravery, sacrifice, and service.

Last week, Governor DeSantis signed HB 7063, an anti-trafficking bill aimed at combatting human trafficking and protecting vulnerable individuals. This legislation strengthens penalties for traffickers, expands resources for victim support services, and enhances coordination between law enforcement agencies to prevent and prosecute trafficking crimes.

To learn more about HB 7063 and other bills signed this week, please see the ‘Bill Action’ and ‘Statewide Update’ section below.

I consider it a great honor to represent District 19. Please share this link with your friends and family so they too, can sign up for the Mayfield Minute.

If you or someone you know needs my assistance, please do not hesitate to contact my office. My staff and I are here to serve you!

Statewide Update

Florida’s Fight Against Human Trafficking

Governor DeSantis has approved $4.9 million in the state budget to provide more emergency and support services for victims of human trafficking. Through this funding, the Department of Children and Families is establishing a $900,000 grant opportunity for law enforcement agencies across the state. The funding will ensure officers are equipped with the tools to identify and respond to human trafficking incidents effectively. This investment in training ensures that first responders are better prepared to address these complex situations.

This week Governor DeSantis signed HB 7063 into law which continues to develop and coordinate state and local responses to human trafficking. A significant part of the bill is the replacement of the National Trafficking Hotline with the Florida Human Trafficking hotline. Additionally, it includes changing awareness signs across the state to represent the Florida Human Trafficking Hotline.

Additional protections for minors from exploitation and the strengthening of law enforcement’s ability to address trafficking-related crimes are included in the legislation. For more information regarding HB 7063, click here.

Florida’s comprehensive approach to tackling human trafficking demonstrates a commitment to protecting the most vulnerable members of society and holding perpetrators accountable. By investing in victim support, enhancing law enforcement training, raising community awareness, and enacting legislative measures, the state is leading the way in the fight against human trafficking.

Investing in Florida’s Military Communities

In a testament to Florida’s commitment to our military, Governor DeSantis has announced a $2.3 million grant to support military communities across the state. These grants allocated through the Defense Infrastructure Grant Program will support the economic growth of military communities in Florida and provide crucial resources to those protecting the nation.

The Space Coast Economic Development Commission will receive a grant in the amount of $82,500 and the City of Cocoa will receive a grant in the amount of $135,000. The funds received through the grant will be used for infrastructure improvements to the water distribution system and to increase the resiliency of the water distribution network serving Patrick Space Force Base and Cape Canaveral Space Force Station.

Since 2019, over $23.4 million has been granted into Florida’s military communities, addressing various needs from transportation to security, showcasing the state’s commitment to those who serve.

Constituent of the Week

   Lance Corporal Carl Miller

In honor of Military Appreciation Month, we proudly recognize Lance Corporal Carl Miller, whose remarkable journey from combat heroism to post-military service exemplifies his incredible resilience and dedication to the community.

Lance Corporal Miller’s service began when he enlisted in the United States Marine Corps in 1968. He served as an 0311 Infantry Marine assigned to the 5th Marines, the 1st Marine Division shipped to Vietnam.

In February 1969, he was severely wounded by a mortar round, resulting in numerous life-threatening injuries. The attack left him completely immobilized, severely injuring his left arm at the shoulder.

While waiting for help, he was then shot at point-blank in an enemy attack, sustaining additional injuries in his left leg and hip. Miraculously, Lance Corporal Miller survived against the odds.

Transitioning to civilian life, he continued to serve, making significant contributions as a teacher, assistant principal, and college professor. In 2000, he and his wife Sue became residents of Brevard County, where his dedication to service only grew.

Lance Corporal Miller’s commitment to supporting veterans and youth is unwavering. He actively mentors JROTC students in Brevard County and serves as Commander of the Space Coast Chapter of the Military Order of the Purple Heart. Through this role, he annually honors local Purple Heart recipients at the Brevard Veterans Memorial Center, embodying the spirit of courage and sacrifice.

As we commemorate Military Appreciation Month, we recognize United States Marine Corps Lance Corporal Miller for his selfless service, resilience, and ongoing dedication to empowering others. Thank you, Lance Corporal Miller, for your extraordinary contributions to our community and our nation.
