US Senator Rick Scott’s Week in Review 06/17/2022

This week, Senator Rick Scott, as a member of the Senate Armed Services Committee, fought for and secured several big wins for Florida’s military families, communities and our national security in the Fiscal Year 2023 National Defense Authorization Act (NDAA). Among the wins secured by Senator Scott in this bill, which has been approved by the Armed Services Committee and will now be considered by the full Senate, are:

  • $857.64 billion in national defense spending – $45 billion more than President Joe Biden’s inadequate budget request;
  • More than $600 million in funding for construction projects, childcare and training facilities on Florida’s military bases;
  • Funding to improve access to childcare facilities on Florida’s military bases;
  • A Wounded Warrior Bill of Rights to ensure proper care and due process is given to service members wounded in action;
  • Upgraded long-range drone technology and long-range munitions to combat our enemies;
  • Measures to prevent the Department of Defense from acquiring equipment from adversaries, like Communist China; and
  • Continued military support for America’s strategic allies, including Israel and Taiwan.

Senator Scott is proud that, over the last four years, he has advocated for major investments in our defense capabilities and in Florida’s military bases. With 21 military bases and three unified commands, Florida is proud of its important role in America’s national defense. Senator Scott continues his fight to ensure that Florida gets big wins for our military and their families in this year’s NDAA and looks forward to seeing this important bill pass and be signed into law.

Sen. Rick Scott on PPI Inflation Report: Joe Biden’s Inflation Crisis is Destroying the Nation

Senator Rick Scott released the below statement following the latest Producer Price Index (PPI) releasefrom the Bureau of Labor Statistics (BLS), which showed inflation continued to rise over the year increasing 10.8% in May.

Senator Rick Scott said, “Joe Biden’s self-made inflation crisis is destroying the nation. He is failing hardworking Americans every single day. The worst part is he has no real plan to fix inflation. Let me make one thing clear: it is Biden’s bad policies that are causing horrible things to happen to our seniors, families and small businesses everywhere. Seniors who spent their whole lives saving for retirement are going back to work so they can pay their rising bills. Moms and dads are getting second jobs so they can afford to feed their families. Businesses are cutting staff and raising prices to keep the doors open. But Blame-Game-Biden just doesn’t get it. All he’s offering is more inflation and less opportunity. Sen. Rick Scott: NDAA is Big Win for National Security, Florida’s Military Bases

Senator Rick Scott released the following statement after the Senate Armed Services Committee passed the Fiscal Year 2023 National Defense Authorization Act (NDAA). This year’s NDAA includes $857.64 billion in defense spending, $45 billion more than President Joe Biden’s inadequate budget request which did not keep up with his inflation crisis.

Sens. Rick Scott and Ben Ray Luján Introduce Bill to Increase Availability for HIV/AIDS Prevention Treatment

Senators Rick Scott and Ben Ray Luján introduced the Ryan White PrEP Availability Act, bipartisan legislation to increase flexibility for Ryan White HIV/AIDS Program clinics, which provides care and treatment for individuals living with HIV/AIDS, to allow them to cover expenses of HIV/AIDS prevention medication such as PrEP (pre-exposure prophylaxis) and associated necessary services.

Senator Rick Scott said, “Since the creation of the Ryan White program more than three decades ago, America has made incredible medical advancements including the development of highly-effectively PrEP treatments to help prevent the spread of HIV/AIDS – a task once thought impossible. While we are moving in the right direction, there are still more than 40,000 Americans infected with HIV every year, and we clearly have more work to do. Senator Rick Scott joined Senators Rob Portman (R-OH), Ranking Member of the Senate Homeland Security and Governmental Affairs Committee, Ron Johnson (R-WI), Rand Paul (R-KY), James Lankford (R-OK), Mitt Romney (R-UT) and Josh Hawley (R-MO) in sending a letter to Senator Gary Peters (D-MI), Chairman of the Senate Homeland Security and Governmental Affairs Committee requesting a hearing with Secretary of Homeland Security Alejandro Mayorkas regarding his misleading testimony before the Committee on May 4 on the Department of Homeland Security Disinformation Governance Board. Sen. Rick Scott & Marco Rubio Introduce Legislation to Ban Oil Exports to China

Senator Rick Scott joined Senator Marco Rubio to introduce the China Oil Export Prohibition Act. The bill would prohibit the exportation of oil and petroleum products from the United States to the Peoples’ Republic of China, and ensure we do not unwittingly aid and support our primary adversary. 

Senator Rick Scott said, “It’s absurd that we continue to export oil to Communist China while Americans pay more than $5 per gallon of gas here at home. In the first three months of 2022 alone, the U.S. sent nearly 52 million barrels of oil and petroleum to Communist China. Meanwhile, families here dealing with skyrocketing prices are forced to choose between putting gas in their cars and food on the table for their kids. Sen. Rick Scott to ESG Fund Managers: End Business in Communist China, Increase Investor Transparency

Senator Rick Scott wrote a letter to environmental, social and governance (ESG) fund managers, responsible for managing companies’ employee investment portfolios, requesting information regarding their reporting practices on forced labor activities, particularly in Communist China, to their investors. Earlier this year, Senator Scott introduced the Transaction and Sourcing Knowledge (TASK) Actwhich would require the Securities and Exchange Commission (SEC), as part of its evaluation of any ESG guidance to report on sourcing activities and transactions with companies done within the Xinjiang province in Communist China—known for human rights abuses, specifically against the Uyghur community. Sen. Rick Scott Joins Sen. Thune and Colleagues in Introducing Political BIAS Emails Act

Senator Rick Scott joined Senators John Thune (R-SD), Republican Whip; Mitch McConnell (R-KY), Senate Minority Leader; John Barrasso (R-WY), Chairman of the Senate Republican Conference; Roy Blunt (R-MO), Chairman of the Senate Republican Policy Committee; Joni Ernst (R-IA), Vice Chair of the Senate Republican Conference; and 21 of their Republican colleagues in introducing the Political Bias in Algorithm Sorting (BIAS) Emails Act. This legislation would hold Big Tech platforms accountable for using biased algorithms that take control away from consumers and alter the way users are able to see emails from political campaigns. It would also create more transparency for consumers by revealing the censoring practices Big Tech platforms, including Google, use to filter certain emails.

Senator Rick Scott said, “Republicans won’t sit back and allow Big Tech to be a pawn for the Left. Any suppression of conservative candidates is unacceptable. The Political BIAS Emails Act is an important step forward to hold Big Tech accountable for its attempts to silence conservative voices and increase transparency between large email platforms and political campaigns.” Read more HERE.

Sen. Rick Scott: Biden Must End Silence, Stop Disgusting Appeasement & Stand Up for the Cuban People

Ahead of the first anniversary of the Cuban people’s historic democracy demonstrations against the illegitimate communist Cuban regime on July 11, Senator Rick Scott reiterated his call for President Joe Biden to end his disgusting appeasement of Castro/Díaz-Canel regime and demand that he again forcefully call for the release of all July 11 political prisoners. The Castro/Díaz-Canel regime continues to brutally oppress and torture innocent Cubans, and is unjustly jailing more than 1,000 democracy activists, some as young as 14 years old.

Senator Rick Scott said, “It’s been nearly a year since the Cuban people bravely and peacefully took to the streets to call for democracy on the island and freedom from the oppression of the communist Cuban regime. Aside from a single statement made nearly one year ago, every action Joe Biden has taken since these protests has done nothing to support the Cuban people and their fight for freedom – nothing to provide them with internet connectivity or support the democracy movement on the island. On the contrary, the weakness and cowardice we have seen from Joe Biden’s White House – bowing to the demands of a murderous regime instead of standing for democracy and human rights – is embarrassing and un-American. His latest move to relax sanctions on the illegitimate communist Cuban regime is especially horrifying.

Biden’s appeasement does NOTHING to help the freedom-loving people of Cuba, it ONLY lines the pockets of the murderous Cuban regime and benefits them and their evil partners in Russia, Iran and Communist China. If Biden really wants to do something to help the Cuban people, he should call for the IMMEDIATE release of the more than 1,000 democracy activists, including children, that the regime is unjustly imprisoning and subjecting to physical and psychological torture. While he’s at it, instead of removing crippling sanctions on Maduro’s family members, like he did last month, he should also fight for the release of all American citizens being unjustly held in Venezuela. It’s time for Biden to lead and grow a backbone, actually act like an American president, oppose genocidal dictators and support human rights. Antes del primer aniversario de las históricas manifestaciones democráticas del pueblo cubano contra el ilegítimo régimen comunista cubano el 11 de julio, el Senador Rick Scott reiteró su llamado al Presidente Joe Biden para que ponga fin a su repugnante apaciguamiento al régimen de Castro/Díaz-Canel y exija la liberación de todos los presos políticos del 11 de Julio. Sen. Rick Scott to State Pension Plan Administrators: ROI Should be Top Priority, Not Wall Street’s Woke Agenda

Senator Rick Scott wrote a letter to state public pension and investment plan administrators urging responsible management of investor dollars that provides a return of investment, rather than prioritizing woke ideals known as environmental, social and governance (ESG) principles. In the letter, Senator Scott urges transparency about state pension plans’ ESG investment practices and investor protections to ensure state and local government employees are receiving maximum return on investment for future retirement. This letter to state pension plan administrators follows yesterday’s letter to ESG fund managers, who are responsible for managing companies’ employee investment portfolios. Senator Scott is requesting information regarding the fund managers’ transparency practices with their investors regarding entities who participate in forced labor activities, particularly in Communist China. Senator Rick Scott joined Senators Sherrod Brown (D-OH), Susan Collins (R-Maine) and Joe Manchin (D-WV) to introduce the bipartisan All-American Flag Act, which would require the federal government to only buy flags completely produced and manufactured in the United States.

Senator Rick Scott said, “I am proud to join my colleagues in leading the All-American Flag Act to ensure that American flags, bought with American taxpayer dollars, flying over the property of America’s government are American made. There is absolutely no reason why taxpayer dollars should go to foreign governments to buy American flags. This legislation is a no-brainer. Sen. Rick Scott Applauds South Florida Clean Coastal Waters Act Becoming Law

Sens. Rick Scott, Marco Rubio Introduce Defending Domestic Orange Juice Production Act

This week, Senators Rick Scott and Marco Rubio introduced the Defending Domestic Orange Juice Production Act. The legislation would direct the U.S. Food and Drug Administration (FDA) to lower the required level of sugar/solids content (brix standard) in not-from-concentrate pasteurized orange juice from 10.5 percent weight of orange juice soluble solids to 10 percent.

U.S. Representatives Mario Díaz-Balart (R-FL), Debbie Wasserman Schultz (D-FL), Stephanie Murphy (D-FL), Kat Cammack (R-FL), Daniel Webster (R-FL), Maria Elvira Salazar (R-FL), Darren Soto (D-FL), Al Lawson (D-FL), Bill Posey (R-FL), John Rutherford (R-FL), Gregory Steube (R-FL), Scott Franklin (R-FL), Carlos Gimenez (R-FL), Charlie Crist (D-FL), and Vern Buchanan (R-FL) introduced companion legislation in the U.S. House of Representatives.

Senator Rick Scott said, “Florida’s citrus growers work incredibly hard to make sure American families can drink delicious, fresh from Florida orange juice. Unfortunately, growers across our state have faced hardship in recent years due to crop disease and severe weather. I’m proud to join Senator Rubio to introduce legislation which thoughtfully amends citrus standards, keeps healthy Florida orange juice on the shelves and supports the needs of our citrus growers.”

“The federal Food and Drug Administration could eventually reduce the amount of naturally occurring sugar required in pasteurized orange juice following the filing of a bill Tuesday by Republican Sen. Marco Rubio from Florida. 

The measure would direct the FDA to lower the required level of sugar, known as the Brix standard, in not-from-concentrate pasteurized orange juice from 10.5% to 10%. 

Since 1963, the Brix standard has been in effect and has not been modified. Meanwhile, growers have been struggling to keep levels high at a time when sugar levels have been declining because of groves infected by the HLB disease, also known as citrus greening.



The bill, which sponsors called the Defending Domestic Orange Juice Production Act, will go through the committee process before the full House and Senate votes on the measure.



According to Fred Gmitter at the University of Florida’s Institute of Food and Agricultural Sciences, ‘HLB has made it virtually impossible on an industrywide basis to meet those higher Brix values, to be able to sell their juice.’



According to Matt Joyner, executive vice president and CEO at Florida Citrus Mutual in Bartow, the 0.5 percentage point reduction in sugar level is not significant enough to affect consumer tastes and provides similar nutritional value. 

‘We have worked with the FDA to show them that … from a nutritional standpoint, this is the same healthy product,’ he said. 



Joyner also said the bill had strong bipartisan support from Congressional leaders in Florida for an industry that has been struggling lately. Rubio and Rick Scott, Florida’s other Republican senator, were the original Senate co-sponsors.
